Namisindwa District officially witnessed the handover of the office of the Chief Administrative Officer (CAO) on 8th May 2026, marking an important transition in the district’s administrative leadership.
The ceremony saw Leonard Kitavujja formally hand over office following his transfer to Kiboga District, while Lomonging Joseph was officially welcomed to Namisindwa District from Otuke District.
The incoming CAO was escorted by a delegation of over thirty staff members from Otuke District, led by the Resident District Commissioner (RDC), the LCV Chairperson, Heads of Departments, and sector leaders. Their presence demonstrated the strong working relationship and confidence built during Mr. Lomonging Joseph’s service in Otuke District.
During the ceremony, leaders and staff commended Leonard Kitavujja for his dedicated service and contribution to improving service delivery in Namisindwa District over the last three years. Particular recognition was given to the tremendous improvement in the district’s performance in the National Assessment rankings.
When Leonard Kitavujja assumed office in Namisindwa District, the district ranked among the lowest-performing districts in the country. Through strengthened supervision, coordination, accountability, and commitment to service delivery, the district has steadily improved its performance. In the recently announced National Assessment results, Namisindwa District rose to position 40 nationally, a milestone many leaders attributed to teamwork and focused administrative leadership during his tenure.
Speakers at the event appreciated the outgoing CAO for promoting efficiency, coordination among departments, and supporting government programs aimed at improving the livelihoods of the people of Namisindwa.
In his remarks, Leonard Kitavujja thanked the district leadership, technical staff, political leaders, and the people of Namisindwa for the cooperation accorded to him during his service. He encouraged staff to continue working together in unity and professionalism to sustain and further improve service delivery.
The incoming CAO, Lomonging Joseph, expressed gratitude for the warm reception and pledged to build on the progress already achieved. He called for continued teamwork and collaboration among political leaders, technical staff, development partners, and the community to further advance the district’s development agenda.
The handover ceremony was attended by district leaders, technical staff, religious leaders, security personnel, and representatives from various sectors, all of whom reaffirmed their commitment to supporting the district’s continued growth and transformation.
